The Department is also responsible for contract administration, contract compliance and evaluation, receiving, shipping, central stores and the acquisition and disposal of state and federal surplus property.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">SEVTC must conform to the laws of the Commonwealth as outlined in the&nbsp;<em>Virginia Public Procurement Act (VPPA<\/em>) and the&nbsp;<em>Agency Procurement and Surplus Property Manual (APSPM)<\/em>.&nbsp; The&nbsp;<em>Vendor\u2019s Manual<\/em>&nbsp;provides direction to those vendors interested in doing business with the Commonwealth.<\/p>\n\n\n\n<ul class=\"wp-block-list has-black-color has-text-color\">\n<li><a href=\"https:\/\/eva.virginia.gov\/register-now.html\" target=\"_blank\" rel=\"noreferrer noopener\">eVA Registration<\/a>&nbsp;<a rel=\"noreferrer noopener\" href=\"http:\/\/www.eva.virginia.gov\/\" target=\"_blank\">eVA (Electronic Virginia)<\/a>&nbsp;is the procurement system of the Commonwealth of Virginia.&nbsp; SEVTC utilizes this system to send bid solicitations to vendors and to process purchase orders. Vendors must be registered in the eVA system.
